chess.com is in America in America we have free choice which a lot of people are not used to so the idea everyone can choose who they want to play against is confusing for people especially if they are from the USSR
In America you have the illusion of free choice.

People rated 100 or 200 points above you aren't being "gracious" in playing with you. You can still give them a tough game and score quite a lot from them (statistically, 36% if they're 100 higher, 24% if they're 200 higher). They also gain from playing you.
It may be different when it's 600 points higher, of course. Then it's pure amusement or relaxation - but they still get something from it - and of course, they let their vigilance down, they may well be upset. There are no guarantees.
On the chessboard, the ratings don't speak. Only the pieces and the pawns do.
In addition, nobody can set a 'minimum adversary rating' higher than their own rating - the system in chess.com doesn't allow it.
