New players on this site will have big swings in rating untill they have played a number of games when it settles down. Its normal.

I am rated around 1250 most of the time. Sometimes when playing live chess, I am given an opponent who is rated 1200 before the game but after he wins the game, he is rated 1340. I have a maximum of playing players who are rated only 20 points higher. Please explain how these players are allowed to play me and why they only show a 1200 rating to start. Thanks for any reply.
