It used to be in v3 and is still in the app. My guess is that some change was either done incorrectly or it wasn't tested well and the removal wasn't noticed.

Tournaments are available on Android on the app. At some point they should add them to iOS too.
As to the rating range, I would think someone would have opened a ticket by now.

That setting is for who you will allow to challenge you, not the range of your seeks. There used to be the option in v3 to modify that setting. I used to have a screenshot of it ... will have to see if I can find it.
