Click their handle while you're both in Live Chess, and click the "add to friend list" link (however, I believe they can choose to decline the honour).

ps. While there is a 'limit' of 200 "blocks" of members you can place, I've been Told there is no limit to how many Friends you accumulate here.
Can't i choose a friend for live chess???
