Not sure what you are asking. There are a lot of players in Live over 1600 right now.
If you mean you don't see them on the graph, then maybe you have your filters set to filter out people rated too much higher than you. Or they just don't have any open seeks right now.

Checked my filter and there is 0 criteria so my question is still valid

The standard rating option criteria are +200/-200, so I think this is the reason why you don't see 'em.
OK so if I am 1300 I won't see a player over 1500. Maybe that is the reason
I thought if you didn't have anything in your filter you could see everyone that you were eligible to play. I don't play a lot of Live so I don't know how the filters interact for sure; it could be that none of the players in Live at the time had your rating in their ranges; not sure.
I know when I looked earlier today, there were a few seeks on the graph, just not a lot.
