The Glicko RD used here seems to address most of your concerns. Lack of recent activity is reflected by larger changes in rating after play. Have I worn out the gymnast on a trampoline vs. an old man napping in a hammock metaphor? Probably....You should maybe google or Search Forums for a less pithy explanation of Glicko RD. My brevity, while undoubtedly refreshing, may be at the expense of clarity.
