why can't I now set the maximum rating I want to compete with in online chess?

If you are talking about v3, you can set the ranges, over and under your current rating when you place a seek. That was done to prevent people from only playing higher rated players.

What is v3? I would like to play higher rated opponents only as well. Why would chess.com prevent such a thing? it makes no sense. If I wish to play higher than me rated players, and they dont mind playing me, why not? I am the one who is going to have to wait longer for a game.

If everyone only played higher rated players, no one would get games. That is the primary reason your seeks include your own rating.

I don't see how you can challenge by rating in live chess.

When you send out a seek, you can change some of the values. In v2, I believe you have to choose advanced settings. In v3, you have to do a custom seek, though it will retain your settings for future seeks.
