If you read the Help, it tells you how to report the guy. It's up to you. I don't know what action, if any, the staff would take. If you noticed, the guy was careful to misspell all the swear words. That avoids the automatic monitor.

If reported via the support form, with supporting documentation available when they ask,  then it is very likely they will be warned that behavior was inappropriate.  I'm sure that reports are tracked and repeat offenders are actioned as would be those that are extremely abusive.
