It's definitely Black to play here. It's a hard puzzle only if you don't have a good understanding of K+P endings.
Check out Daniel Naroditsky's endgame playlist on YouTube. It has 5 or 6 videos on K+P endings; if you study them seriously, you'll gain an incredible amount of knowledge. You'll be able to solve this puzzle easily, for example.
