k10nd1k3, I hardly know what to say. This puzzle is cooked, invalid, just plainly and simply wrong. White LOSES if s/he plays 1. c3, as dnleary points out.  The correct response for black is 1...a3. Doesn't matter how white plays after that, black queens and wins the game.

As if that weren't bad enough, there are two additional mistakes in the puzzle. The first is giving up one of the two white pawns. There's no need to do that, and if you're going to do it, the one to give up is the a-pawn, NOT the c-pawn. Once you give up the c-pawn, white cannot queen; all the black king has to do is stay in the corner in front of the white pawn; white is helpless to force him out.

daxelson is right. This puzzle is flawed.

Thanks 2 nice comments and 3 that are just dumb because its a PUZZLE doesn't have to be right from the book

 That's true that it doesn't have to be from a book, but in order for it to be a good puzzle both sides have to make the best moves. If my saying that the puzzle is flawed offends you, I'm very sorry. I'm only trying to help. Next time you compose a puzzle, you should recheck all of the moves with a powerful chess engine or ask a stronger player.
