I see mate in three with Qd7, not mate in two. The Black Queen can prolong the game with a check, and then the Rook blocks, requiring three moves for the mate.

Absolutely not. Black will check Qe4 / Qf3 / Qg2 and there is no mate.

So where is the mate in 2? Why is the guy "right" when he claimed there is mate-in-2 when there isn't?

I've just checked the opening post if it was corrected or not. It wasn't. The king is still of f7. You can't move Kh8 from f7, and it wouldn't help anyway.
