I'll bet it's 1.e8=Black K, then the only legal move for Black is 1...Kd8, followed by 2.Qd7#, which mates both Black kings at once. LOL

I like cobra's solution. It's very elegant. Better than what I came up with, which was 1. c7 pass 2. c8=Q#.
