That was silly. I've seen this pattern before though. Solved in 15 seconds.

You can certainly mate one move faster with 2.Rxf8+. You can probably also mate considerably faster with 1.b4 since your material advantage is overwhelming, but I'm not as sure about that.

this is in fact Mate in 10: 1. Rxf8+ Rxf8 2. b4!

Commonly there is no reason to go artificial on extreme themes. So much is possible within the scope of legality!

You only need to remeve one of the pawns lets say the one on c2 to make the position legal.

Then it is not difficult. You have to sac all your rooks on h8 and then checkmate with the queeb on h7.

In the last problem you have also the sac all your rooks on h8 and then the Queen on h7 for a stalemate.

I had this theme once in a real game.

Removing c2 makes the OP-diagram legal but not nearly correct. There are other winning moves like 1. Rxf8+, 1.b4 and 1. b3.

I didn't attempt te repair the OP-problem but to show you can even sacrifice 10 rooks in a similar scheme and still keep it legal and correct. I could have done that in many ways but chose to pick one with an extra queen sacrifice because it is more interesting than one with Qh7#. Studywise, there is no preference of checkmate over stalemate, more likely the opposite!

@Arisktotle Here's a similar one but with White to win instead! The position is legal of course, as the maximum of 10 White rooks is sacrificed!

A record(?) of 13 units to be sacrificed are placed in a geometrical L-shape which is a nice touch to the composition! Looks though that 14 or 15 might be possible as well.
