Okay, this one was done by Andrew Buchanan, 2004. But apparently I just rediscovered it recently without prior knowledge that this has been done.

By the way, here is a page full of 4.0 PGs, all having units on their starting squares except for a few that are missing.

By the way, any reason why they are only 4.0 moves? I'm pretty sure there are lots of interesting things that can be put into, say, 7.0 moves, making them hard without being too terribly confusing like some 25+ moves PGs.
