hi the goal to this puzzle is not to draw not to mate not to win not to get pieces

The goal is to push the opponents H pawn but if you take it you lose your trying to make them rush there h pawn if they move like h5 or whatever they lose

Well, white probably wouldn't promotes to a queen unless he was just trying to prevent the pawn from being forced to move. If he promotes to a queen, the black queen moves to the a-file and checkmates him, and if black is playing by normal common sense rather than these odd objectives, promoting to a knight is the best thing to promote to.
