Rb3+ sets up a Philidor position, does it not?

1.Rb3+ Kg4

2.Rb4..........

white will keep checking black and it will end up in a draw.

Wrong!

After Rb3+? f3! white is threatened with mate at a1 and has no more checks. Thus he has to defend with Rb1 when black wins by Rh2 Kg1 f2+ Kf1 Rh1+

If white can defend my principles tell me it would be by Rf7, keeping an eye on the f pawn from behind so that in some cases black can not advance their king to f2 or e2 or g2 in one move. Then for example Kf3 (threatening mate) Kg1 (the king goes to the short side rather than long side, so that the rook will have more room to check the black king) Ra1+ Kh2 (now black would like to play Ke2 or Kf2 if the white rook were not on the f-file) Ke3 Rb7 and now white intends to try to hold with rook checks from the far side (note how it's important for him to be as far from the king as possible).

If you want to be sure of this endgame, check an endgame book, or Danny Rensch's video series on rook and pawn endings. I bet he covered this.

But the game A.Beral VS B. Francoskovic, 2007 ended shortly as a White fault:

1.Rb1? f3! 2.Re1 Rh2!

0-1

So, 1.Rf7! was been a Great choice to save a game!
