Black obviously can't because it cannot control a dark square.
White cannot because it does not have enough pieces to take sufficient bishops to enable a pawn to promote. The bishop can only stop the black king taking pawns and the rook cannot escape or do very much

Now Illbtu you have got me thinking.
Now I suppose the answer is march you king to f6 then you need to move your bishop to f8 to protect the rook.
Then move your king to h6 to protect the rook
Sacrifice the rook on h7 and checkmate with the bishop on g7.
To enable this to happen you will need to sacrifice pawns to enable the bishop to move round.
This is where I am getting stuck. I cannot yet create the zugzwang which will force black to make the capture that I am after
I am inclined to start with a4 because if it is captured you immediately advance the pawn to d7 creating the route around but obviously black will not play ball. Who is cleverer than me?
