Isn't the move Rg1+? Because after Rg1+ Kxg1 Rg2+ Kh1 and Rg1# is mate.
You can mate one move faster.
1. - Rg1+ 2. Kxg1 Rxf1 double check and mate.
But yeah, Rg1+ is probably the intended answer, but Rxh2 also wins (mate in 4), so the puzzle is simply bad. A puzzle should have only one solution.
