Hmm if you have doubts I would report, but sometimes if one person makes mistakes the other gets a high accuracy rating, for example one of my recent games were 99% due to my opponents terrible play along with it being a short game. Also most cheaters are rated higher up due to them using engines. However again if in doubt report. Chess.com will look into it.

if he's a new player he might be a very good one - like me last year.
i played my first daily tournament with a beginning rating of 800 (my iccf rating is 2380). it was no miracle that i won all games of the first round. and i had best options to win the second round, too. with almost all games in winning position chess.com kicked me off.
after protesting and telling them about my chess background they activated my account - but all games were lost due to time. i continued playing and made it from 800 to 2200+ - started a new tournament 2200+, won against a gm (due to a very big mistake) - and they kicked me off again. several protests weren't even answered. so i started a nw id taikama2 (i was taimaka before) and i'll never play again here.
additionally i noticed several players definitely cheating (rating about 1600, finding only stockfish moves in difficult positions), but chess.com doesn't find them.
guess they've to redesign their anti-cheat-system...
anyway, try to enjoy chess, whereever you play.
I heard that cheat discussions are not allowed in the main forums, but my Opinion about this is, that its not easy to identify a false Player, but there are many there.
Take the Scotch Game as an example:
False Players or chess criminals as I call them, know the Top moves and its identical positions in almost every unfair game, the list goes on...

Have you read their monthly reports? They are catching thousands every month and closing their accounts.
They have a large full-time team devoted to it.
Nobody else has better.

Opponent has a low 800 rating, but has 21 “best moves” out of 23 total moves! The 2 other moves were “excellent.” And had an accuracy rating of 99.5 versus computers moves. Is this cheating? This is really getting frustrating, going to cancel. Seems like a lot of people cheat at low ratings, no idea why. How does that help either person improve???
