I think a good choice for all tier lists is to roughly follow a bell curve.
From left to right should be your P-to-E.

So perhaps I could move everyone down a tier, pretty much. I'd say I put too many people in S-tier. This will just move down the average ranking, but this doesn't change my opinion about everyone!

Do that, but keep maybe a quarter of your S-tiers there, and a 1/8th in P tier. If you feel strongly about some people, you don't have to keep the bell curve, because they may be outliers in the shape. It's just a rough guideline.
