Another Cheating Case
This is precisely what has been done at the Toronto International last summer. Before the game all the players handed their phones out to the organizer and got a receipt. At the end of the game you got your phone back. No electronics were to be seen in the playing hall (except a couple of stupid ugly monrois).
But, yeah, it still leaves open the way to have an accomplice in the bathroom...
I think if people cheat just to win a tournament then they're totally destroying the sportsmanship of the game

Ban Electronic devices from playing area. Any person caught with a phone, or any of that sort will be forfited. Players much turn in their phones to a bucket next to the playing area, or dont bring their phones. They are subjected to random searches.
Also make the restrooms inside the playing hall, or just make the section between the playing area to the restroom segregated from spectators. There should be Chess Players only restrooms.
What if my phone is off and in my pocket, do I automatically forfeit, or is it just if my phone is on? What if my phone doesn't have a way to get to the internet? Do I still forfeit?
Don't bring a phone to a match in the first place. I believe they should have some back breaking rules like if you have to make a call during a match then you must forfeit your game, every major tournament shows top players NEVER having to make calls during matches, so why can't this work at lower levels. Otherwise why the hell are you in the tournament if you can't sort out your priorities?
If you have an emergency, then you will forfeit your match, tis that simple.
My phone is always off and I never make a call until the tournament is done. Should I still forfeit? What about people that receive a ride to the tournament? How do they get in contact with their ride when the tournament is done? How about this: All electronic devices must be handed to the TD at teh start of the tournament. All devices seen during the tournament call for an automatic forfeit. You may receive your electronics after the tournament is complete.
