Accounts should have a 24-48 hour period where they cannot chat at all even in club livechats. By the way i dont think you even need to verify your account when you sign up to type in club livechats. Or the other option is to make any account play 10 or more games.
And I guarantee you that most trolls with leave. Yes you might "lose" a few customers but its for the greater good. Thats my two cents
