fide rating for the delisted player

player lost the rating 1 month back and he/she is now a delisted player. in the next rating tournament how the rating will be given to him. will be treated as fresh player or should hus/her ratings will be calculated from the previous one.

I suppose like anything it depends on why the person was delisted.
Did his rating just fall below the 1000 threshold?
