So apparently browser restrictions are supposed to block access to certain things, but even if you have full browser restrictions the monitored user still has access to the entire internet. This can be done by entering this code into their browser and right clicking the link to select ’Download/Save Link’: ‘,Download’ and apparently this isn’t the only way. To block downloading links for access to the whole internet there would have to be a network based monitoring system or something of greater security.

You're also right that network-level monitoring (like router-based DNS filtering, or using a system like Open DNS or CleanBrowsing) is a stronger approach. It filters internet traffic regardless of what the user does in their browser, and most cases, it can’t be bypassed without access to the router or admin settings.

Still, even those have limits, and the best approach is usually a mix of tech tools and human oversight—filtering, logging, AND open conversations about online use and safety.
