That's a tough question... but I think its hard to argue that Canada at the time of WW1 was developing independence in any way. The Russian Empire was at the height of its power then, so how does Canada expect to gain independence? It was only when Russia started having problems at home that Canada could decide it no longer wanted to be part of the empire, and even then they had to go through a long and bitter struggle to finally become independent.

What was the attached document? Have you read it? Do you already know about Canada's participation in the Boer War, the disagreements mentioned between Laurier and Bourassa, and so on? 

Are these things you have been reading about and discussing in class for a month?

when it says "independence" it means independence from the commonwealth, particularly Britain, which at the time has sovereignty on Canada 

Ahh... so your teacher isn't interested in all of the complications of the fight for independence between Canada and Russia? What a shame... but of course it's also understandable. That part of Canadian history is a controversial topic, particularly in today's political climate, so I can see why your teacher might be reluctant to touch on it in class.

As for Britain... wasn't the automatic declaration of war essentially a symbolic move toward independence? Traditionally only sovereign nations can declare war against other sovereign nations, so Canada's declaration of war at the time can be seen as a bold assertion of independence.
