Help me find a video the name of whose singer or actors nor title I can recall

Years ago, I saw a strange but interesting music video and had the urge to check it out again but I don't know anything of pertinent information that could help me. I've Googled various keywords but to no avail.

The video stars an actor who is a midget and plays the part of a young child whose parents do not pay him much mind. He seems depressed and stumbles across an odd television commercial where a strange being with blonde hair and blue eyes offers assistance by calling a number. The number was something like 1-800-I-CAN-HELP. 

So the parents are a couple of losers who cheat on each other. They're having dinner with a couple of guests who are as vapid and obnoxious as they are. They clink wine glasses together, laugh stupidly and without sense. Then, all of a sudden, the door bursts open and the guy from the commercial shows up. Behind him are masked characters. These characters chase down the adults and kill them. It's overkill to say the least but I think that's part of the humor of the video. The music also gets hard and fast when the door slams open. 

I've tried to Google keywords or to find search engines specifically for this purpose but to no avail. I've tried to find the actor as well (he is a midget, not a dwarf) but have gone nowhere. He seems very familiar but I can't place where else I've seen him. Can someone help me so that I can enjoy watching this video again in between getting beat at chess?

I would think "little people" is more offensive. But I didn't come here to have a debate with someone who has political correctness. So if you don't know the answer to my question, please just don't respond. Thanks.

Okay, I never meant to offend anyone. I looked it up and, to my surprise, "midget" is considered inappropriate. I think it's all silly, personally. I always thought that "midget" was a person of short stature with  otherwise "normal" features while a "dwarf" was someone with sort of "warped" limbs (for lack of a better word).

Medical Definition of midget

That's exactly the definition I always had in mind of that word. Words develop different tones over time, especially if they are used in pejorative ways. That is the case with "midget." One time, the words idiot, moron, and imbecile were actually medical terms used for people of various stages of mental retardation. Naturally, today, they are only used to put someone down (mostly because they disagree with your political views).

The story line is different but perhaps this? 

Thanks, president max but no that's not it. I can't even remember the name of the performer(s). It wasn't (from what I know) a big name band. I wish I could even just remember the lyrics so I could Google them.
