How do you report someone for useing bad languege?

At the bottom of this screen is a link "Report Abuse". Is it for using bad language and bad grammar /spelling ?

If he's reporting someone for bad grammar/spelling he should report himself too

I posted two or so articles and cringes at my bad grammar but hey the Queen's English is not my first or home language:)
