Yes you can actually, anyone can. It just takes practise and patience. And you have to care a lot, which can immediately be a deal breaker for some people lol, but I promise the end results are well worth it

It’s honestly pretty easy to start doing. You can just do a simple nighttime before bed practise and then go from there. The challenge comes when you start striving for more consistent ones. Once you have a good length, vivid lucid dream, you’ll almost certainly be motivated to keep trying, and getting consistent is a tricky balance between keeping the practise relaxed but consistent.
