Okay. I think I have an answer. Just hear me out.

Let’s look at this in a different way. 
The first thing we need to realize is that they said that we need to prove that White CAN win, not necessarily that they WILL. They never specified Black needed to play optimally. So, we can play any moves we like for Black, after which White will win.
First, let’s have the two players agree to play a variant called “Regicide Chess.” This is a real chess variant, that’s also sometimes called Capture the King, where there is no check or checkmate, and if your King is captured, you lose. I know this is a variant, but there’s nothing in the post’s rules saying that they were playing normal chess, and since the challenge is to prove White CAN win (not that they always will), variants are allowed, since we are relying on a hypothetical that COULD happen.

Then, once this game starts, immediately run both Kings up towards each other, using Black’s move to put their King in front of White’s King. Yes, have Black hang their King. I am aware this is not legal in normal chess, but I specified at the beginning that, because the post never specified the setting of the game, I get to pick any variant I like.
Remember: they’re asking if White CAN hypothetically win if the conditions were right, not whether or not they WILL win.

So, hang Black’s King, and take it with the White King.

There’s nothing in the post’s rules barring variants, therefore, they COULD be playing a variant game (after all, how else would you reach this position?) Setting the rules to those of the Regicide variant, we can just walk up through all the checks (check and checkmate do not exist in this variant) and capture the opponent King. Again, there’s nothing saying they have to play optimally, so all moves within this sequence would be perfectly legal, and thus, White can win by King Capture.
