Is calling someone lucky technically somewhat an insult?

Pretend you're watching your friend play a chess game. 

Your friend is losing but manages to win. 

You say "You so lucky, you could have lost that game!"

Your friend could take it 2 ways. 

1. "Thank you, I was in a very tough position!"

2. "Luck saved me? So are you calling me weak just because luck saved me?! That means my skill is irrelevant?!"

Kind of a useless question, but I took a good 10 minutes pondering. 

I usually think everyone thinks of option 1, but I still ponder if anyone thinks of option 2.

I'd probably use option 2 if someone called me lucky after beating them in a competition that requires skill

I think in normal cases I and my friends would think of option 1, just because our opponents blundered. But if it's a swindle, then someone might feel a bit offended, but I think it could be drowned by the glory of creating that swindle.

for example if i say the term "whatever floats your boat" in a sarcastic way even tho its supposed to have a positive meaning then i am simply just subtly insulting that person or mocking him in a way and laughing

so once there was a guy who refused to play with me just cuz im black (I was like bro whattt) and then he proceeded to call me a cheater and abandoned the game (I was like bruh wtf was that for, people these days smh)
