The land in question was originally called Canaan. It was possessed by numerous city-states, and had no unified rule. Then the Israelites (ancient Jews) came in and took possession of the land, establishing the land of Israel. This was the first time Israel came under a unified rule by one people. The Israelites lived in the land for roughly a thousand years, in multiple forms of government, namely by rule of judges, under the Kingdom of Israel, and under the Kingdom of Judah.
Eventually, the Jewish kingdom was conquered by the Babylonian Empire (or Chaldean Empire), which was in turn conquered by the Medo-Persian Empire (or Achaemenid Empire), which was in turn conquered by Alexander the Great's Greek Empire. Over this whole period, the land of Canaan/Israel was no longer a self-governing nation, but an imperial territory.
Eventually, after the Greek Empire fractured into smaller kingdoms, the Jews rebelled and set up an independent Jewish state for roughly 100 years under the Hasmonean Dynasty. This was the second time that Israel came under a unified rule by one people.
Then the Roman Empire took over Israel, making it once again a territory with no autonomy. The Romans eventually ransacked Israel sending almost the entire Jewish population into dispersion around the globe. The Romans were also the first to refer to the land as "Palestine," named after a Canaanite people group the Philistines. After this, the Roman Empire split, and Palestine became a Byzantine territory. Then the Muslims conquered Palestine, and it became a territory of the Muslim Empire. Then the Crusaders invaded, setting up a Kingdom of Jerusalem under rule by European Christians, foreign invaders who occupied the land and imposed their will on the occupants of the land. Then the Muslims conquered Palestine again, making it once again a Muslim territory. Various Muslim factions conquered Palestine from each other, until it was conquered by the Ottoman Empire. Then, following World War I, Britain conquered the Ottomans and recieved the land of Palestine as a territory of the British Empire. Finally, the British willingly gave up control of Palestine, and the Jews who lived there declared the independence of the State of Israel, not under any imperial rule. This is the third time that Israel came a unified rule by one people.
So the only times historically that the land has been under the rule of its own occupants without foreign rule has been under the governance of a Jewish nation. This is the purely historical chain-of-possession of the land, and does not consider the religious claim that Jews make to the land.
Also note that at no time has there historically been a "Nation of Palestine" independently governed by its Arab inhabitants.
