I stand a distance away from the town hall, light all the lighter fluid on fire, and then when the fire gets good I back away, throwing bombs into the fire to keep it going stronger. When all the bombs have been thrown I go to the armory.

Why was that necessary?

Because, he gets 20 points for doing that
