If it's "current times" then it's basix for sure.
If it's all time then there's a lot of options, maybe someone who'd been active for very long like elroch or someone who was active during the covid times (which is when I think it was most famous).

Is the question who is the most popular OTFer on otf/cc or is the question who is the most popular OTFer worldwide. The most popular OTFer on otf/cc would of course be Basix [by far] but worldwide I would say Yuvi [@DarkKnightLifter], since he has a YT channel with 100k subscribers, he has his own brand and is a sponsored athlete. So it just depends on the point of view, which is why this question cannot be answered clearly.
