A NM is functionally equivalent to a WCM, and you don't have to pay thousands of dollars to transition in order to obtain a $99/year membership.
There has to be other reasons your 'friend" is considering transitioning.

A transgender has played in the women section of the chess olympiad, so FIDE seems okay with it.
Fide obviously doesn't care too much. I have never heard that Fide questions your gender when you sign up for a Fide-ID. If in doubt, Fide might simply ask you to send them a copy of your passport. In any case, Fide is really not the institution to decide whether you start as a man or a woman.

What if an unsuccessful male grandmaster says he is now a female just so he can dominate the women's pro circuit and take all of the cash? I doubt FIDE would be ok with that 🤔

2000 Fide? Screw that, my "friend" would take the "outstanding performance in tournament" route. There are already WCM's that my "friend" could maul in rapid. Just check some of the WCM's through the titled player search function on this website. Anyway from this thread I think I'm being told I've got a chance.
