People could use "foul language" by shouting it to you in the streets, sending you a letter, spray-painting it on your house, etc. You will see it in movies, listen to it in music, and hear it all over the place. No way to know when "foul language" will occur, and there are many different interpretations of it. So when Chess.com closes an account for such behaviour, then I really don't know what more you could want?
My personal opinion

Yes you are right.
Foul languages from people I hardly knew/play with. Then suddenly their account being closed. This is disgusting. It would be good if there is a regulation about use of language esp. dropping note on someone's profile.
