Jose Luis Chilavert. Three-time winner of world Goalie of the Year, also scored 67 goals himself (once getting a hat trick). He was also an outspoken critic of corruption in football (particularly the Paraguayan FA and FIFA) and has been a prolific commentator on the foibles of the Paraguayan government. Helped start the Youth Party and recently announced he is running for president of Paraguay.

Chilavert was a fine all-around player who would often bring the ball nearly to midfield before passing. He was such a good passer that he frequently took set-pieces and penalty shots. In an Argentine Primera Division game on November 28, 1999 he converted three penalty kicks for Velez. In 1996 he scored for Velez (vs River Plate) on a free kick from beyond mid-field. He scored 67 goals, 8 in international play.
