Another easy solution is if everyone just blocks the spammers and trolls. If lots of people do that, then they will have very limited range on what they can comment on in the forum.
They're already creating something like 12 sockpuppets in a week just to avoid bans, it'll be pretty difficult for people to keep up by blocking them (they're also only part of the problem).

Well, true trolls will never be let in for obvious reasons, and "gray" cases I'm thinking that an infraclub vote could be used, and absolute newgens who have good intentions but just don't know OTF 'etiquette' (insofar as we have such) will simply have to catch up and learn how to be good contributors.
