People cheating

I’m versing people in the 900-1100 range that move instantly and have little to no error. This is ridiculous.

Then you should report it through the proper channels, not in the general forum.

It's a bit difficult to believe that "an NM" doesn't know the proper procedure for reporting cheaters.

You aren’t understanding. I’m saying there is a problem that the general users need to be aware of. 

I believe I can safely say that the general users are already aware that there are cheaters on the site.

I don’t think everyone is aware of how often people are using bots or engines in the lower ranked ELO’s. It discourages the community growth here. 

From what I’m seeing, as I analyze through multiple accounts, there is a huge issue. You can report them, but they make a new account. 

Yup. Without enabling ActiveX controls, I don't see how to avoid it.

With ActiveX, of course, you could scan the hardware of the user attempting to create a new account, compare it to your database of known cheaters, and auto-ban the returning cheaters before they even finish registering their new account.

It’s sad as it’s making new people shy away as they get obliterated by Elo 800; I keep seeing posts on reddit from frustrated players.
