I think kasparov would be a candidate,or capablanca?paul morphy should also be considered.

Yes,right now he is best,but you need to compare him to past players.His tactical skills are not very good,but positionally,he is as great as Karpov.Oh,I forget to take Karpov in the list.

However,recently,Magnus is not playing well.See norway 2015 and sinquenfield 2015.

I agree. Kasparov is probably better. I was saying Magnus because everybody is talking about him recently. 😋
