2.1 " a robot disobeying ..." well artificial intelligence gives them ability to create solutions men don't have, I dunno if solutions may "disobey" by the robot offering them without or whith knowledge robot breaks the rules.
2.2 supposing the robot having NO affect, thus it could'nt separate what is good or not for mankind if not parametered (millions, billions of parameters) for good/bad for mankind.
ex : if robot finds moisture mushrooms, how can it alone discovers :"it is good for men's health and meds" and "it is bad in taste for cooking" ?

I am not sure what the set up is, I will have a look. However, this article may be of interest to you. Demands for increased transparency sounds like they answer to no one but themselves.
My limited understanding of it is that they are 'independant'.
