Don't say that, that's 1) not true, 2) really rude. The same happened to me, and I went from 1575 rapid to 1460. I analyzed all my games, and I was mainly messing up in the opening and making blunders from knight forks. Don't always assume your opponent is cheating.

I'll explain better ... ok, if I reach a certain ranking I start to meet opponents with a level of play appropriate to that score, which drags my ranking to a lower score and this can happen within 5, 6, or at most 10 games, after which I expect to meet opponents of the same level as me, if not easier to beat ... and instead this does not happen ... I am not sure on the learning curve. Accuracy can be deceptive though. Even when I started a year ago, I had games over 90 accuracy. Those were either straightforward games with recaptures and not that complicated endgame where many king moves are ok for instance or very short and easy games. In those type of games it is not unusual to be over 90 accuracy even on 800 level. But I still have very bad games in term of accuracy where I attack you, you attack me. So what to do, take, pull the piece back, perhaps you push some pawn... Sharp games will bring your accuracy down, don't rely too much on it. As for win rate, in theory when you stay for longer period of time at one same rating at that time you will be approximately at 50%. But if you had a lot more wins than losses before you stagnated for a few months, then your total win rate will still be over 50%.
One exception from this rule is my situation. I stagnated around 1 500 level since November, but I still have more wins than losses at that time. Why? Well, I play long games and not many higher rated people play those. I mostly encounter 1300s and 1 400s who play 1 hour per side, with some 1 500s and very rarely higher rated opponents. So in most of my games I either win 5-6 points or I lose 10. So I have to win more to stay at the same rating (I should play shorter games, but I prefer longer ones so I mainly refuse to to do so for now ).
