If you make everyone who is stupid much smarter, than there will be a new intelligence curve, the definition of stupidity will shift towards higher intelligence, and you will still end up with a lot of stupid people by the new standard. 
I mathematically proved that stupidity is eternal! Even Einstein agreed with me!

Kids are way smarter than they were in the 60's,70's, ect. It used to be one would learn long division in eighth grade. Now many kids do Algebra in sixth. I think the education system is working well.
