Weird glitch or cheat?

Was about to force checkmate on a guy but he spent over 3 minutes without moving any pieces. I told him to move already and he said “It’s your turn, I already moved my rook” even though his clock was still counting down. He then claimed I was “cheatin” because he (allegedly) couldn’t move. I was one move from winning and there would be no reason to sabotage my own game; so it’s odd for him to just claim i’m a cheater.

His clock reached the 0.01 mark and suddenly his rook moved and his time shot up to 3 minutes whereas my clock shot down to 14 seconds. I panicked at the sudden change and blundered my piece which ended with him winning due to time. He then proceeded with calling me “noob” and immediately left.

Not sure if he was a poor sport and started hacking or if some weird bug had happened. Either way, still bs. Just wondering if anyone has had any similar experiences.
