What's the point of closing accounts?

Why does chess.com close accounts even though many people can make new ones after being closed? Does chess.com even know opening a new account after being closed is possible?

Closing an account gives away all cheated rating points back to their respective players

And they can't create another account unless they have a different email address

Chess.com can also block IP addresses so that the same person can't create more than  one account if his accounts have been closed often.

but people can use VPN to bypass the security. Like @DecayedSpirit he survived for around 40 days

And when chess.com detects VPN users they ban their VPN IP but sometimes people have more than 10 virtual locations! chess.com should do device ban. But then people will download phone simulators...
