wdym? He earned his GM title and is the youngest GM, why do you say he is a elect when he got all his norms and got verification of it?
Titles are not immediately awarded. They have to be approved at FIDE meetings, once the qualifications have been verified. They do those periodically.

That's the way it works. Sometimes it can take a while after getting the requirements. The event lasts until August, so it may be towards the end even.
