Steel drums? Not as loud as you think. They are still drums, but the drumsticks have a fuzzy material on them. Just Google something like "Carribean music" as a lot of the "tropical" songs use steel drums.

as i recall steel drums are played (at least practice-wise) with rubber mallets.
