Which country, besides Russia, is the best at chess?

China has been really strong recently. They've kinda taken over for the USSR in the heavy state funding arena.
Considering the size of the countries Armenia would be a strong candidate. Just over 3 million inhabitants and more GMs than China (with a population of 1 300 million). Armenia also won the Chess Olympiads in 2006 and 2008 (making it four medals in a row after third places in 2002 and 2004). They also won the latest World Team Championship and seem to be on the way to win the European Team Championship (for the second time).

Even if western chess isn't the most popular board game in China the number of players was estimated to be three million something and rising a few years ago.
