China has been really strong recently.  They've kinda taken over for the USSR in the heavy state funding arena.

The philopinos seem to have a lot of good chess players and romanians and croatians.

Considering the size of the countries Armenia would be a strong candidate. Just over 3 million inhabitants and more GMs than China (with a population of 1 300 million). Armenia also won the Chess Olympiads in 2006 and 2008 (making it four medals in a row after third places in 2002 and 2004). They also won the latest World Team Championship and seem to be on the way to win the European Team Championship (for the second time).

Only 217 people play western chess in China and 29 are GMs.

Even if western chess isn't the most popular board game in China the number of players was estimated to be three million something and rising a few years ago.

That can not be correct as the gentleman above you provided a link stating that it was 217.
