People keep on talking about this baby which got banned. Who even is the baby everyone is talking about?

He creates accounts and he gets banned because he's an asshole
He has a profile picture normally of a kid and it's in black and white
I forgot and i cant check again bc he was banned and he hasn't made a new account yet so idk
But you'll know him when you see him
If he's being an ass and his caps lock key seems to be stuck, and if the profile picture matches the description, then it's probably him
But sometimes he might change it
