Then surely all the parts of the ocean apart from the bits at the top will be wet?

(the water, say, a metre below the ocean has water on top of it, so it must be wet.)

Bits of water can have water on them. I'll have you know I have watched half of a Bill Nye the Science Guy video on a completely unrelated subject. So as you can see, I am a man of science. I know what I'm talking about.
