People receive warnings first before getting their account closed. Depending on what they're doing, they might be warned multiple times. Accounts can also be muted before they're banned. If you expect every report to result in an account closure you're going to be frustrated.
Also, chess.com wont report to you what actions it's taking. It's better to forget about someone after you've reported them.

Chess.com does not allow racism. The Chess.com Community Policy states:
"We will not tolerate racism, sexism, bigotry, or violent threats"
Members can report racism using the Help button. The outcome of such reports will vary based on the available evidence.

I reported several racist people. Unfortunately, none of them got banned. Someone even created a racist forum and it doesn't even bother the moderators.
Perhaps Chess.com should do something about the Uighurs.
Or perhaps we could just play chess.
cc do not allow racism , and if reported will act on it , but cc cannot monitor all posts be it in live chess chat or some sore loser ranting on your page , to combat racism takes all of us to prevent it , so if you do get these posts , report to cc , block the person so they cannot do similar to you again and get back to enjoying the chess and the site
forum threads can raise the issue but often they degenerate into farce so they are not the best vehicle to address this
